About

The Bel Air Citizens Committee (BACC) was created in 1972 after the Bel Air Special Taxing District was authorized by the Maryland General Assembly in 1971. The District had 2 initiatives: 1) provide street lights for the Community and 2) provide recreational opportunities for the Community.

The revenue to meet these initiatives comes from 2 sources:1) a portion of Income tax paid to the State by a resident in the district and 2) a tax based on the assessed value of a resident's home.

The Bel Air Citizens Committee was established to oversee the initiatives set by the Maryland Legislature. The Committee may have up to 7 members who must live in the Bel Air Special Taxing District. These volunteer members are elected by the residents.

The BACC has no authority over deed restrictions or deed enforcements.

As of the 2021 census the population of Bel Air was 1,540
